Surrender of certificate.—Every storage operator of foodgrains who ceases to carry on the storage of foodgrains shall, within fourteen days of such cessation, surrender the certificate of registration to the Referral Laboratory in person or by registered post, and shall inform it in Form C of the manner in which every improvement notice held by him has been disposed of.
