Conditions of registration.—Every direct-to-home operator shall carry on the provision of direct-to-home broadcasting services only at the premises specified in the certificate of registration, shall keep every periodical in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such periodical for inspection on request by the Regional Officer of the Board, and shall not part with the certificate of registration to any other person.
