Surrender of certificate.—Every operator of a waste treatment facility who ceases to carry on the treatment of waste shall, within thirty days of such cessation, surrender the certificate of registration to the Environmental Appellate Authority in person or by registered post, and shall inform it in Form VIII of the manner in which every hazardous substance held by him has been disposed of.
