Application for registration.—Every operator of a waste treatment facility carrying on the treatment of waste shall make an application for registration to the Environmental Appellate Authority in Form VII, within sixty days of the commencement of these rules, accompanied by a fee of one lakh rupees and a statement of every waste manifest held by him on the date of the application, and shall keep a copy of the application and of the statement for one hundred and eighty days from that date.
