Surrender of certificate.—Every publisher who ceases to carry on the publication of a periodical shall, within fifteen days of such cessation, surrender the certificate of registration to the Government of Tamil Nadu in person or by registered post, and shall inform it in Form V of the manner in which every periodical held by him has been disposed of.
