Safe custody.—Every educational institution admitting foreign students shall keep every registration certificate to which these rules apply in a receptacle or place reserved for the purpose at the premises where the admission of foreign students is carried on, shall record in Form F the description of every registration certificate so kept and the date on which it was received, and shall furnish a copy of the record to the Foreigners Regional Registration Officer within fourteen days of the close of each year.
