Application for registration.—Every educational institution admitting foreign students carrying on the admission of foreign students shall make an application for registration to the Foreigners Regional Registration Officer in Form X, within forty-five days of the commencement of these rules, accompanied by a fee of five hundred rupees and a statement of every travel document held by him on the date of the application, and shall keep a copy of the application and of the statement for one hundred and eighty days from that date.
