Surrender of certificate.—Every dairy farmer who ceases to carry on the keeping of milch cattle shall, within twenty-one days of such cessation, surrender the certificate of registration to the Registrar in person or by registered post, and shall inform it in Form D of the manner in which every stock register held by him has been disposed of.
