Surrender of certificate.—Every publisher who ceases to carry on the publication of a periodical shall, within twenty-one days of such cessation, surrender the certificate of registration to the Press Council in person or by registered post, and shall inform it in Form VI of the manner in which every declaration held by him has been disposed of.
