Maintenance of premises.—Every owner of a cattle pound shall keep the premises where the keeping of a cattle pound is carried on in a clean and orderly condition, shall provide for every muster roll kept there a place set apart for its safe keeping, shall not use the premises for any purpose incompatible with the keeping of a cattle pound, and shall furnish to the District Panchayat in Form 1, within twenty-one days of the commencement of these rules, a plan of the premises showing the place so set apart.
