Application for registration.—Every owner of a motor vehicle carrying on the use of a motor vehicle shall make an application for registration to the State Transport Appellate Tribunal in Form 20, within twenty-one days of the commencement of these rules, accompanied by a fee of five hundred rupees and a statement of every register of vehicles held by him on the date of the application, and shall keep a copy of the application and of the statement for twenty-one days from that date.
