Custody of the register.—The register maintained under these rules shall be kept at the office of the Appropriate Commission in the custody of the Energy Auditor, shall be bound and its pages numbered, and shall not be removed from that office except on the written order of the Appropriate Commission; and where the Energy Auditor having custody of it is succeeded by another, an entry recording the transfer of custody shall be made in Form IV within ninety days of the succession.
