Surrender of certificate.—Every operator of a testing station who ceases to carry on the testing of motor vehicles for fitness shall, within sixty days of such cessation, surrender the certificate of registration to the Highway Administration in person or by registered post, and shall inform it in Form 4 of the manner in which every trip sheet held by him has been disposed of.
