Surrender of certificate.—Every nursery grower who ceases to carry on the raising of plants in a nursery shall, within forty-five days of such cessation, surrender the certificate of registration to the Director of Agriculture in person or by registered post, and shall inform it in Form B of the manner in which every produce held by him has been disposed of.
