Surrender of certificate.—Every observation home who ceases to carry on the running of an observation home shall, within forty-five days of such cessation, surrender the certificate of registration to the Committee in person or by registered post, and shall inform it in Form VIII of the manner in which every complaint held by him has been disposed of.
