Application for registration.—Every city gas distribution entity carrying on the distribution of natural gas shall make an application for registration to the Central Commission in Form I, within fifteen days of the commencement of these rules, accompanied by a fee of one lakh rupees and a statement of every energy bill held by him on the date of the application, and shall keep a copy of the application and of the statement for twenty-one days from that date.
