Opportunity of hearing.—No order under these regulations refusing an application, or otherwise to the prejudice of any person engaged in the supply of energy, shall be made unless he has been given a notice in writing of not less than ninety days to show cause against the proposed order, has been given a copy of every document on which the order is proposed to be founded, and has been heard if he so desires; and the Grievance Redressal Forum shall communicate the order made to him in Form VIII within twenty-one days of the order.
