Surrender of certificate.—Every keeper of a printing press who ceases to carry on the keeping of a printing press shall, within forty-five days of such cessation, surrender the certificate of registration to the Chief Controller of Explosives in person or by registered post, and shall inform it in Form I of the manner in which every permit held by him has been disposed of.
