Custody of the register.—The register maintained under these rules shall be kept at the office of the Mercantile Marine Department in the custody of the Nautical Surveyor, shall be bound and its pages numbered, and shall not be removed from that office except on the written order of the Mercantile Marine Department; and where the Nautical Surveyor having custody of it is succeeded by another, an entry recording the transfer of custody shall be made in Form 3 within fifteen days of the succession.
