Periodical returns.—Every central recordkeeping agency shall furnish to the Employees' Provident Fund Appellate Tribunal, within ninety days of the close of each year, a return in Form 31 of the keeping of records of subscribers carried on during that year, and a nil return where no such activity was carried on.
