Surrender of certificate.—Every central recordkeeping agency who ceases to carry on the keeping of records of subscribers shall, within fifteen days of such cessation, surrender the certificate of registration to the Employees' Provident Fund Appellate Tribunal in person or by registered post, and shall inform it in Form 31 of the manner in which every pension payment order held by him has been disposed of.
