Conditions of registration.—Every operator of a rice mill in a village shall carry on the running of a rice mill in a village only at the premises specified in the certificate of registration, shall keep every muster roll in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such muster roll for inspection on request by the Gram Sevak, and shall not part with the certificate of registration to any other person.
