Surrender of certificate.—Every exhibitor who ceases to carry on the exhibition of films shall, within seven days of such cessation, surrender the certificate of registration to the Press Registrar in person or by registered post, and shall inform it in Form IV of the manner in which every film held by him has been disposed of.
