Surrender of certificate.—Every owner of a lodging house who ceases to carry on the keeping of a lodging house shall, within twenty-one days of such cessation, surrender the certificate of registration to the Director of Municipal Administration in person or by registered post, and shall inform it in Form C of the manner in which every street held by him has been disposed of.
