Application for registration.—Every principal employer carrying on the engagement of employees through an immediate employer shall make an application for registration to the Welfare Board in Form 12, within ten days of the commencement of these rules, accompanied by a fee of fifty rupees and a statement of every claim held by him on the date of the application, and shall keep a copy of the application and of the statement for ninety days from that date.
