Surrender of certificate.—Every employer of building workers who ceases to carry on the employment of building workers shall, within twenty-one days of such cessation, surrender the certificate of registration to the Chief Inspector of Factories in person or by registered post, and shall inform it in Form IV of the manner in which every register of wages held by him has been disposed of.
