Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of a warehouse of inflammable goods dies, his legal representative shall, within seven days of the death, intimate the death to the Relief Commissioner in Form H, surrender the certificate of registration to it and furnish a statement of every no-objection certificate then held; and the Relief Commissioner shall enter the intimation in the register within three days of its receipt.
