Surrender of certificate.—Every owner of a goods carriage who ceases to carry on the carriage of goods for hire shall, within ninety days of such cessation, surrender the certificate of registration to the Regional Transport Authority in person or by registered post, and shall inform it in Form 23 of the manner in which every register of vehicles held by him has been disposed of.
