Surrender of certificate.—Every operator of a loudspeaker during an election who ceases to carry on the use of loudspeakers during an election shall, within thirty days of such cessation, surrender the certificate of registration to the District Election Officer in person or by registered post, and shall inform it in Form 17A of the manner in which every register of voters held by him has been disposed of.
