Safe custody.—Every operator of a loudspeaker during an election shall keep every register of voters to which these rules apply in a receptacle or place reserved for the purpose at the premises where the use of loudspeakers during an election is carried on, shall record in Form 2A the description of every register of voters so kept and the date on which it was received, and shall furnish a copy of the record to the District Election Officer within fourteen days of the close of each year.
