Grant of certificate of registration.—The District Election Officer shall, on being satisfied that the application is complete and that the fee of one hundred rupees has been paid, register the applicant, shall issue to him a certificate of registration in Form 8 within forty-five days of the receipt of the application, and shall enter in the register the number and date of the certificate and the particulars of every register stated in the application.
