Surrender of certificate.—Every consumer who ceases to carry on the use of electricity shall, within twenty-one days of such cessation, surrender the certificate of registration to the Chief Electrical Inspector in person or by registered post, and shall inform it in Form II of the manner in which every storage tank held by him has been disposed of.
