Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any manufacturer of denatured spirit dies, his legal representative shall, within twenty-one days of the death, intimate the death to the Collector in Form F, surrender the certificate of registration to it and furnish a statement of every permit then held; and the Collector shall enter the intimation in the register within forty-five days of its receipt.
