Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the subscriber shall apply to the Recovery Officer in Form 31 for a duplicate, accompanied by a fee of one hundred rupees, and the Recovery Officer shall issue a duplicate certificate marked as such within twenty-one days of the application.
