Surrender of certificate.—Every broadcaster of election advertisements who ceases to carry on the broadcasting of election advertisements shall, within three days of such cessation, surrender the certificate of registration to the Election Tribunal in person or by registered post, and shall inform it in Form 12 of the manner in which every report held by him has been disposed of.
