Application for registration.—Every owner of a building in a vulnerable area carrying on the construction of buildings in a vulnerable area shall make an application for registration to the National Executive Committee in Form E, within seven days of the commencement of these rules, accompanied by a fee of five thousand rupees and a statement of every evacuation plan held by him on the date of the application, and shall keep a copy of the application and of the statement for sixty days from that date.
