Safe custody.—Every owner of a building in a vulnerable area shall keep every hazard map to which these rules apply in a receptacle or place reserved for the purpose at the premises where the construction of buildings in a vulnerable area is carried on, shall record in Form D the description of every hazard map so kept and the date on which it was received, and shall furnish a copy of the record to the National Executive Committee within one day of the close of each year.
