Custody of the register.—The register maintained under these rules shall be kept at the office of the Superintendent of Stamps in the custody of the Inspector of Stamps, shall be bound and its pages numbered, and shall not be removed from that office except on the written order of the Superintendent of Stamps; and where the Inspector of Stamps having custody of it is succeeded by another, an entry recording the transfer of custody shall be made in Form B within fifteen days of the succession.
