Surrender of certificate.—Every manufacturer of denatured spirit who ceases to carry on the manufacture of denatured spirit shall, within ten days of such cessation, surrender the certificate of registration to the District Excise Officer in person or by registered post, and shall inform it in Form C of the manner in which every excise seal held by him has been disposed of.
