Surrender of certificate.—Every operator of a residential facility who ceases to carry on the running of a residential facility shall, within twenty-one days of such cessation, surrender the certificate of registration to the Rehabilitation Council in person or by registered post, and shall inform it in Form VI of the manner in which every hostel held by him has been disposed of.
