Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any operator of a residential facility dies, his legal representative shall, within twenty-one days of the death, intimate the death to the Rehabilitation Council in Form VII, surrender the certificate of registration to it and furnish a statement of every certificate of disability then held; and the Rehabilitation Council shall enter the intimation in the register within sixty days of its receipt.
