Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any Drawing and Disbursing Officer dies, his legal representative shall, within seven days of the death, intimate the death to the Directorate of Treasuries in Form GFR 12-C, surrender the certificate of registration to it and furnish a statement of every bid then held; and the Directorate of Treasuries shall enter the intimation in the register within twenty-one days of its receipt.
