Surrender of certificate.—Every Drawing and Disbursing Officer who ceases to carry on the drawing and disbursement of funds shall, within ninety days of such cessation, surrender the certificate of registration to the Directorate of Treasuries in person or by registered post, and shall inform it in Form GFR 25 of the manner in which every bid held by him has been disposed of.
