Surrender of certificate.—Every street vendor who ceases to carry on street vending shall, within fourteen days of such cessation, surrender the certificate of registration to the Municipal Council in person or by registered post, and shall inform it in Form B of the manner in which every hoarding held by him has been disposed of.
