Safe custody.—Every operator of a metro railway shall keep every register of consignments to which these rules apply in a receptacle or place reserved for the purpose at the premises where the working of a metro railway is carried on, shall record in Form H the description of every register of consignments so kept and the date on which it was received, and shall furnish a copy of the record to the Railway Rates Tribunal within seven days of the close of each year.
