Surrender of certificate.—Every operator of a plant who ceases to carry on the operation of a plant shall, within fifteen days of such cessation, surrender the certificate of registration to the Principal Chief Conservator of Forests in person or by registered post, and shall inform it in Form III of the manner in which every plastic packaging held by him has been disposed of.
