Intimation of change.—Every publisher of a report of proceedings of the Legislature shall intimate to the Returning Officer, in Form 17A and within sixty days of the change, any change in the particulars furnished in the application for registration, and the Returning Officer shall amend the certificate accordingly on payment of a fee of ten thousand rupees.
