Surrender of certificate.—Every publisher of a report of proceedings of the Legislature who ceases to carry on the publication of reports of proceedings shall, within three days of such cessation, surrender the certificate of registration to the Returning Officer in person or by registered post, and shall inform it in Form 17A of the manner in which every voting machine held by him has been disposed of.
