Application for registration.—Every publisher of a report of proceedings of the Legislature carrying on the publication of reports of proceedings shall make an application for registration to the Returning Officer in Form 12, within seven days of the commencement of these rules, accompanied by a fee of two hundred and fifty rupees and a statement of every nomination paper held by him on the date of the application, and shall keep a copy of the application and of the statement for thirty days from that date.
