Safe custody.—Every owner of a saw mill shall keep every sample of effluent to which these rules apply in a receptacle or place reserved for the purpose at the premises where the running of a saw mill is carried on, shall record in Form IV the description of every sample of effluent so kept and the date on which it was received, and shall furnish a copy of the record to the Divisional Forest Officer within thirty days of the close of each year.
